Build a cost of attendance, not a tuition number
The clearest template for what total cost means comes from the U.S. federal student aid handbook. Cost of attendance sets a limit on the total aid a student may receive for the Campus-Based, TEACH Grant and Direct Loan programmes and is one of the basic components of the Pell Grant calculation. Its tuition and fees allowance covers what is normally assessed for a student carrying the same academic workload, including graduation fees incurred while still enrolled when required by the programme and paid by all students, and health insurance premiums charged to all students. Even when there is no tuition and fees component at all, the budget still carries the other costs, such as an allowance for living expenses. Where an enrolment period is shorter than the full year, average living expenses for a 9-month academic year may be divided by the number of terms in that academic year, assuming the terms are substantially equal in length.
University budgets follow the same shape. Times Higher Education describes the UK Graduate route as open to international students who have completed an undergraduate or postgraduate degree in the UK, allowing a further two years to work or look for work, with three years for doctoral students; no job needs to be secured and no minimum salary applies, but the application must begin while the applicant is still in the UK. Against that, the University of Portsmouth states the route will be reduced from 2 years to 18 months, effective for applications made on and after 1 January 2027. Its stated conditions are worth reading line by line: you must hold a valid, unexpired Student Route visa and have studied in the UK for the full period if your course ran 12 months or less, with a minimum of 12 months in the UK on a valid Student Route visa for longer courses; the university must notify UKVI that you have been awarded your qualification before you apply; and all tuition fees must be paid, because a tuition fee debt prevents the university reporting you as having successfully completed your degree. The standard application costs £937 for students and dependants alike, and the Immigration Health Surcharge is charged per year at £1,035, meaning £1,152.50 for 18 months and £3,105 for three years, for each applicant and each dependant. Each dependant completes a separate application form. You may start a full-time permanent job once the application is submitted, but must wait for the visa to be granted before self-employment or work as an entertainer. If a government or international scholarship agency paid your fees and living costs in the 12 months before you apply, you must provide a letter showing the Official Financial Sponsor's consent. Supplementary study is allowed only where it could not be sponsored under the Student Route, you may re-enter the UK on a valid Student Route visa to submit the application, and holders qualify for the 'new entrant' wage for up to 2 years after the visa expires.
